Arkansans for Improving Maternal Health Applauds Governor Sanders, Senator Irvin and Representative Pilkington for Leadership on “Healthy Moms, Healthy Babies” Act

LITTLE ROCK, Ark. (Feb. 7, 2025) – Yesterday, Governor Sarah Huckabee Sanders announced the “Healthy Moms, Healthy Babies” Act aimed at improving maternal health outcomes in the state. Arkansans for Improving Maternal Health (AIM) commends Gov. Sanders and the bill’s lead co-sponsors, Sen. Missy Irvin and Rep. Aaron Pilkington, for their leadership in advancing maternal health policy through this bill. 

“The Healthy Moms, Healthy Babies Act is an important step toward ensuring that every mother in Arkansas — no matter where she lives — has access to the care and support she needs to have a healthy pregnancy and a healthy baby,” said AIM Executive Director Ashley Bearden Campbell. “This significant investment of $45.3 million annually will go a long way in addressing the severe maternal health challenges facing Arkansas mothers and families. We are grateful for the commitment of Gov. Sanders, Sen. Irvin and Rep. Pilkington, and we look forward to continuing our work alongside policymakers, health care providers and community partners to improve maternal outcomes now and for decades to come. While there is much work ahead, this is a vital step in the right direction.” 

With some of the highest rates of maternity care deserts in the country, Arkansas has long struggled with gaps in access to quality maternal care — particularly in rural and underserved communities. The “Healthy Moms, Healthy Babies” Act prioritizes critical reforms, including increasing Medicaid reimbursement rates for prenatal and postpartum care, expanding access to telemedicine and establishing reimbursement pathways for doulas and community health workers. These measures provide life-saving interventions that will help ensure more Arkansas mothers receive the care they need before, during and after pregnancy.
